Waggin’ Tails to expand beginning April 1

TORRINGTON – Before you even see the inside of the Waggin’ Tails Animal Shelter office in Torrington, you can hear what’s coming.

As the door opened last Wednesday, the sound of three small dogs’ excited barking reverberated throughout the room, rising to a crescendo of high-pitched noise.
